I haven't called them but answering based on several posts I have read.

1. Most people from outside Canada call on 1-613-944-4000 .. number
2. It will take multiple tries before you reach the waiting que
3. Even after you reach the que, it will take 30-60 minutes of hold.
4. Try calling early, around 9-10 am eastern.

Thank you for your reply! I was told my file is at Ottawa when I called more than a month back. The last I spoke to an agent (about 2 weeks back), they were not willing to share much information and requested me to call back after the 23rd December with an emphasis on calling sometime in the new year.

They reiterated that an agent can view the exact same information we can after we login to our account. I knew that was incorrect but thanked them anyway. Long story short, I believe it is at Ottawa, but it could have moved since.
 
I’m really surprised about my CSE raised on friday asking about my application status, it turns out I just received an answer so I can’t take how quickly they answered from them, but having said that, and even though it doesn’t feel like a template answer, I didn’t get new information either besides the fact that my application doesn’t seem to be approved yet. This was the answer:

Anyone who is in Toronto as CEC inland applicant, I would highly recommend to do landing at 1000 Islands bridge in Kingston after getting COPR..did my landing yesterday..everything was done in 30 minutes and we were back on road driving towards Toronto..me and my wife were the only one for landing and another couple came just when we were done.
