In the past people have received this message just prior to PPR. I don't think that trend holds anymore. In my case I had received this email just after ITA even before I had submitted my application.
Yes. Just checked. Received the same message when I received ITA.
 
It's official, that 'progress bar' on my account moved into 'You application is taking longer to process'... Well, that's weird, CIC, because my GCMS notes tells me my case was final approved on Nov 1st... I am about lose all my hope of getting my PPR before new year... Like What's going on?! Why are the holding on to 'Approved' case while the only thing they need to do is letting their computer to send me an email, and it's not like they have to write each email, PPR emails are generated by the system anyways, smh...
 
By the way, I also received a message in my CIC account stating Congratulations. You should now start searching for jobs, etc. Is it any sort of indication or does everyone receives it when their BG is in progress. Please reply.
I got that message 4 months ago. It doesn't mean anything

Just ignore the progress bar.

One of my colleagues revealed that he has obtained PPR for Canada and resigned in between the semester. HR guy lodged a false police compliant and implicated him with the sole intension to make sure he doesn't leave. Its freaking me out.

I am so sorry? What private university is this?

If specific university is making up rules out of the blue, it is not India's fault. Let's not forget what our motherland has given us...If we have enough skills to go to Canada, it is because we got them here.

I request you, not to generalize stuff...India is HUGE! It will take anyone a lifetime to understand what happens where... ;)

So we as family of three will have to go there twice on return tickets, once before 8 May and then after 30 June. Is that what you mean. Well, in that case I will be saving only around 1000 CAD. I just wish we get the PPR soon this month so I will resign before 31 Dec and all this hustle can be avoided. God help.

Also, try using skyscanner.com to find reasonable tickets. If you activate the notification 2-3 months in advance, you might get tickets as low as ₹25k-₹30k

What does it mean when call centre agent tells you “your file is in queue for final decision” . According to agent :

Eligibility; passed
BG Check; passed
Criminality: passed
Security: passed

Yes, that's the problem. I have to resign either on this Monday and will be relieved by 31 Dec with no questions asked. Or I can resign on June 15 and relieved on June 30 no questions asked. In both cases, there is no repayment required and there is an expedient transition and they provide the experience certificate. In between, it's he'll of a mess. May have to pay around 16000 CAD with no experience certificate issued for my tenure of service.
I have been working on human right issues and this is clearly forced labour...
