As per my understanding when eligibility is recommended pass it is reviewed by a senior officer. The first agent might have mentioned about your pof in his notes which are now viewed by a different officer. In many cases the officer passes the file. However, in some cases they may ask for clarification, case like yours. So you have to provide the documents which will be checked and later approved.
Hmm..I think its because I provided a balance certificate from bank as POF while applying..Thats y they asked for average 6 monts balance..
I hope for the same too coz I had been banking on the agents information(on call) that my eligibility is MET. So I did not order any notes till now as I thought nothing s abnormal with my application and most of the applicants(June 1st week)r in the same stage like me.
Also, maybe you can call CIC and ask whether your Bgc is in progress. Not sure, but POF is reviewed during background check too maybe. Just my thoughts.

The 6-month processing time begins after the R10 check(allegedly the same time passing the medical exam), so basically, you'll pass the 4-month mark in mid-Oct.
