@cansha If you remember last year's trend, gradually towards the end of the year, number of ITAs have gone down, so that CIC could have more time to complete the pending applications. But this year, they keep issuing ITAs.
2017 was very different to 2018. I think one reason may be increased applications. When applications were less most cases were being processed I guess at Ottawa and they are most efficient compared to other visa offices. As applications increased they started sending applications to other smaller VOs within Canada. May be this was their way of making sure there are no manpower issues. But my guess is the other visa offices may be are not as efficient as Ottawa and hence major bottlenecks.
