I agree.Those cases that you mention were given PPR by NDVO are usually the cases that were analyzed and finalized by Ottawa and other places such as Sydney. This is wrong point of view that NDVO is doing all the work while others don't do anything. NDVO just issues PPR these days. The rest were performed some where else and this is the whole idea of GCMS (Global Case Management System). You really don't know who does what because they all have access to files and they all do some of the work. Files move a lot between these places as each group are expert in one of the tasks. So, it does not mean that Ottawa does not do anything, it means that they are doing something else behind the scene. Now, why this whole issue of holding approved applicants, I don't know. But, it is obvious that there is a glitch in moving files in the GCMS. That is why people email NDVO to remind them to send PPR
Ottawa processed most (70%) of the applications getting PPRs from NDVO these past few week & transferred the applications to Sydney to issue PPRs because of workload distribution . CIO Sydney, processed the other 30% (if I'm to assign percentages) from scratch. The issue is Sydney for whatever reason didn't send the PPRs and still haven't and NDVO has taken it upon themselves to work out the mess. Which we are all grateful for.
Imo, Ottawa is still the fastest VO in terms of overall processing times. Because if these applications weren't processed at Ottawa initially (or at any point in time) chances are we'll be dancing to a different tune now. Things will be much worse.

As to why the security for some people is yet to start, I'm thinking it's an issue with CSIS or the security agents, but I don't have any data to back that up yet. My other theory is that Ottawa might have transferred those applications to Sydney for final review and Sydney is doing what they know how to do best. Stall!
