I'd think you should have received Schedule A/PCC request by now. Although, someone here mentioned there's currently a backlog for that. I suggest you wait a week or so from the time the SA status changed to Decision Made before you contact IRCC (if still no update by then). For us, ECAS SA status changed to DM but I (sponsor) have not received any letter. Medical request also came thru GCKey on the same day. A week after, PR app status changed to In Process, but still no SA letter. Visa office transfer came on the same day.

And 28 july My husband recived e-mail that our case is refer to Singapore and ask us to do CSQ .(he lives in Qubec)
I wonder it that possible that they will ask for PCC and med test later ?
I try to call them but can't get through

Should I use this to link the application or should I wait for the applicant to receive an email to link it? I have tried with the information on the email I have received and it did not work. Called CIC and they say PA should receive an invitation to link. Is that right? I'm confused. Please shed some lights!

You can only link the application to one GCKey account. You as sponsor can try linking it to your account using the application number, PA's family name, and PA's DOB. Basically, all details you should be using to link the application should be the PA's (i.e. you cannot use your UCI number).
Our case is somewhat similar in that there was no further PCC request for SG. PA received initial Schedule A/PCC request, but since he was a PR in SG, Police require request letter from IRCC to appeal for COC. We submitted a letter in place of the SG COC but did not get any request to apply for one since then. As for med test, I believe everyone has to do them. It's just a matter of time until you get a request.
Thanks for the response. In that case do you think I should wait until PA receives an email about details to link the application, coz I tried putting all info as you said and it;s still hopeless. When I called CIC to see if they can help me to link but they said PA might receive an email to link but she was not sure either.
Basically I put PA's given name, family name, DOB, passport details and place where see intended to live all details with the application number that I have received in my email. It shows application cannot found. I failed two days in a row to link.

I hope you can get yours to link. We got our AOR over a week ago now and still can't.
Try given name, last name, date of birth, place of birth, country of birth. Province moving to and city. Number of applicants 2, if you sponsoring only your spouse. Worked for me

I did, yes. The agent had no ideas other than to keep trying.
Also tried this many times. Tried with passport details, instead of city/country, too. All the combinations possible!
May be try creating an account with PA's information on GCKey and then try the combination you are trying. May be that might help.
Also, I don't suggest waiting to receive an email to link application. In our case, my husband (PA) still hasn't received a single e-mail from them. I only got one email with UCI and application number. And as soon as application was linked, we received PCC and Schedule A request.
If you still are unable to link, I suggest calling them again in 3-4 days and asking if they see any PCC Schedule A request. Because I received AOR on July 18, linked application on July 31st, and PCC Sch A request was for July 17!!! and we had never received any email for it.

I have created two accounts, one for me and also one for my wife(PA). Tried linking with both and failed miserably. I explained to the agent and she says I have to wait until PA receives an Email to link her info which might take about two weeks.
I think I will give a call on Tuesday and it still didn't work, Do you think reporting in a technical difficulty through the Gckey would work?
Yeah try reporting through technical difficulty meanwhile you wait to call CIC. Sorry you're having so much trouble with it. It's so frustrating
You don't have to wait for PA to get email. Have you tried all the options explained in June spreadsheet?
