Person A passed his application on June and his file was transferred to the local office on January.

Person B passed his application on October and his file was transferred to the local office on January.

Let's assume that the same officer works on their file. Will they receive their test notice closely on the same period? Or Person B will wait longer because he passed his application on a later date?

There is no absolute answer to your question, the processing time is case by case. However, in principle applications are processed on a first-come-first-serve basis.
If person A and B have exact background, age, experience, education etc., then A will likely get the application processed before B.

I understand that its a case to case basis. My line of questioning though focus on milestone mark. Both applications reaching the same milestone (eg. Transferred to Local Office) although the application date is different. Will both timing be the same moving forward? (again assuming that the credentials are identical ... age/exp/educ etc ..)
 
I had my oath today as of FEB 3rd in Mississauga, office :) I had my test on OCT 30th
