yes, original and sealed must be sent. CIC don't care that someone has a hard time getting the transcripts from a school. Copy of the diploma and originals of transcripts, period. I'm sute that you can get another copy of them by asking the secretary of school to get/type them even though only 1 set is given when graduating. Schools must have records to reference your schooling. After all, we live in 21st century. It's not easy, but it can be done. You might have to give someone power of attorney to go to school to get them for you, but it can be done.
i speak from experience here. Even though rarely CIO accepts copies (makes a mistake) it does not mean that VO will do the same. Remember, CIC operational manuals says that someone must be fully qualified at time of application, not afterwards. So, if copies are sent and then a year later it's discovered that a mistake was made you are looking at a refusal. Instructions are there for a reson, not for people to make excuses and go around them.
