That is how it should follow but you never know how they actually work especially in current times :) I believe as soon as they check your file and send AOR (paper applications) , they start your background check before sending out the packet to regional office.

And based on other posts here, it seems:
1. Sydney Center checks the application for completeness.
2. After issuing AOR, Sydney continues to work with other agencies for background, language, prohibitions etc.
3. Either when all these checks are in progress or after completing them, the packet is forwarded to the local offices. (It seems like the primary purpose of establishing these local offices was to be physically close to the applicant to conduct tests and oath.)
4. The local office conducts the test.
5. The local office calls for oath ceremony and after oath mails out the citizenship application.

After COVID, it doesn't make any sense to keep this format. If the role of local offices is so limited (eve assuming they double check all the facts of the application), why is there so much variations between offices in different regions.

To achieve a more coherent result, they should probably do everything from Sydney except maintaining a small satellite presence in large cities to help with applicants that are not tech savvy or to conduct field investigations.

iceman55 : That is true and should be followed especially now they started the online applications, but you know how bureaucrats work. Rolling out online application was not fully thought through and change is always very difficult no matter how big/small the organization is. People tend to always follow the route they are comfortable and used to rather than trying out something different.

And on top of it I dont see why cant they have in person test and oath now that everything is back to normal. They can just remove the backlog by inviting people in a theatre/stadium especially when the gov can allow concerts.

Is anyone else having trouble registering for the application tracker? I got my AOR on the 7th of July, but I have not been able to register for the tracker. It keeps saying my UCI or application number is wrong.

I was about to ask… just received AOR and now couldn’t register for status.

secondly, does AOR means my application was complete? And nothing was missing?

Applied for PCC today, I was given 60 days to submit it so if it appears to be taking longer down the road do I just fill out the web form and tell IRCC with proof that I applied within 4 working days of their request (hopefully that sounds reasonable, I had to take time off work to be able to do this)?

Also, still cannot register for the tracker account but my mailing address is updated on ecas from the old one I had from my PR card application, however, under applications, I can only see the Decision Made from my PR card renewal right now.
 
Paper or online?

If paper, what status do you see on ecas vs the status on the new portal. Are both In Progress or one is Received and the other is In Progress?
Online application. All stages In Progress (except, of course, Citizenship test and ceremony)

Hopefully your PCC comes through in time, but, if it doesn't, it makes sense to ask for an extension closer to the 60-day limit by submitting documented proof that you have applied for it. After all, you have done all you can and the delay is not your fault. From their perspective too, to restart the application would be more work.
