Yes. When given the option to select, please press 2, then 1, again 1 and then 0

My guess is it might be due to a missing signature or something that was mandatory and you didn't send

your file is not in the system! ask them to check with your payment receipt number

No, the SA letter received previously just confirmed sponsor eligibility and responsibilities. This was a separate letter.
But others have received both communication in a single letter. It varies case to case.
