3. Test status set to "completed" on 19 July

Unfortunately, you must be present in Canada for the oath ceremony. You will have to return to Canada to take the oath.No I mean if someone cannot attend the oath ceremony due to being in United States for I stance what happens?

Per my conversation with IRCC (both phone and webform), my file is still sitting in Sydney. I get no clarification from the agents when I ask what the holdup might be. All I was told is that my security and criminality have been cleared and that my local office is Mississaugua. Might anyone have any insights on what prevents/delays a file from being transferred to the local office if pertinent background checks have been completed?

Correct but OP's file is not yet transferred to local office hence had to look at gcms for more information on why and where actually the file is. If agent sees the file as not transferred then how come they know about the local office as Missi. So not sure if agent is looking things right.You do not need to apply for gcms notes to find out where your file is?
Call 18882422100 and ask where is your file? Sydney? In transit? Or local office
