Does it show decision made in ecas? If not, then it's most likely a request for additional documents. Have you tried checking on GCKey?

Okay. It could be anything but since it doesn't show "decision made" yet, then I don't think you need to be alarmed. You can try calling the Call Centre to confirm what exactly it is. It could also be a transfer letter (if your case is currently being processed at Mississauga, there have been a few instances of Mississauga forwarding applications to PA's VO for further processing mid-process). Again, don't worry about it. You'll know what it is for sure when you get it.

thanks! for reply. i am trying to call cic agent, the call is not going through, but i checked the automated system my status , it says you don't need an interview or any additional document, we have'not started your bgc.

My Spouse have received the Passport with visa stamping and COPR today from the NDVO office.

Time took for stamping and COPR after PPR:
Received at New Delhi Office via VFS- Nov 19th 2018.
Received at Hyderabad VFS Office - Nov 27th 2018.

I waited for so long, then i sent them a webform in regards to know, where is my file lost on oct 29. Then finally, i received file number on nov 01.
