Your observation could be valid based on the data that you have collected. However, it is not that easy to reason based on a (very) limited info. Many people do not order GCSM notes, call CIC, or …. to get info about their applications...
Ottawa usually send PPR email around that time.

I think you would like to make sure that job responsibilities / duties in CV should match with the Experience Letter you submitted.
