Bottom line is, as long as the application is under the CIC processing times(approx 6 months), regardless of stage, it is still on progress and not delayed(late/taking too much time). Also these IP1, IP2 etc are not really IRCC/CIC "official stages" and was just coined in the forums/net. It is a good guide but not absolutely accurate. There are so many factors and you can't really compare one application to another. Patience but act fast/do the necessary only when its past due expected processing times.Ahhhh.. but many of my known ones have got PR in 3 months.
