No, chances are you don't get the MR and RPRF request. However, if you do get it, you don't have to pay again, send your initial
receipt of payment and you'll be fine. Nowadays not every applicant gets the biodata request. Wait for CIC to request documents
before sending anything.

Today my E-CAS status changed to "complete" saying the following:

"You entered Canada at the Niagara Falls Rainbow Bridge office on March 22, 2014 and became a Permanent Resident."
