I was able to get hold of CIC this morning (call centre). I have my UCI number but the agent indicated that there is no information on my case as yet. My app was received on July 9th. Obviously ECAS is not working for me either.
My observation of CIC procedures is as follows and please correct me if I'm mistaken. It seems that when an app arrives to CPC-M it is initially scanned by someone to ensure that there is enough there to proceed into the queue. If not, then it is sent back as in Charlize rai's case. Then it stays there until an officer assesses your particular case as per date given on the CIC website (ie. July 4th currently). It also seems that a few apps are done later in the month to bring the overall average processing time down.
Some of the posts that I had read indicated that if you made it past 30 days without hearing from CIC you were in the clear, but some recent cases in June indicate that you can still have your app sent back after 60-90 days. Which doesn't ease the nerves any less.
Any thoughts?

Wow, that's great to know marcopolocan - thanks for the update! How did you get such a helpful CIC agent, who actually knew what they were talking about?! haha
Processing some people later in the month makes sense I guess, to speed up processing times. I guess CIC don't know the forum has detailed spreadsheets, so in their view it's better to process some people faster, than make promises to those behind the processing date. (Even though that still happens).
It's interesting what you say about the returned packages. I have ben reading about Kiri's case in May, they didn't even place her in the queue after waiting 100+ days - and Kiri wasn't even missing any forms... I think that again brings to light that having many separate envelops, no matter how well labelled, confuses some of the CIC agents into missing forms that are actually there.
Either way it definitely just comes down to bad luck more than anything else- which you are right, doesn't ease the nerves in the slightest!
Here's hoping a smooth process for all the Julyer's here - and a few more approvals before the end of the week might be nice!
