I think CIC is proving us wrong on all the theories and speculations. I'll suggest we just share information as we hear from them on our various applications, and as they release official news. No need to make folks unnecessarily nervous with theories. I'm sure we are all beginning to see that the July 8th cut off date theory does not hold.

I just received an email from CIC one hour ago and told my application was returned on Sept 6th due to CAP reached.

NOC: 1122
Application sent: 6th/July/2011
Application received date: 12nd/July/2011

Really feel bad!!! Don't know other case. This is really true.

This is worst news I have heard today.
And now I only hope that I can receive my returned application smoothly.
Can not understand why they report the CAP reached on August 23rd.
