I sent a case specific enquiry to London VO 2 days ago and then found this on the website for LVO

"Skilled Worker applications received after February 27, 2008: Because these applications are affected by new regulations, an average processing time is currently not available. Do not contact us for case status enquiries within 9-12 months of submitting your application."

"Applications are dealt with in the order in which they are received.

Note: This office will not respond to case status enquiries within the processing times above."

So does this mean that they won't reply to my enquiry?

I visited the NBI's official website and I didn't find any useful information about how to obtain a clearance for outside the country applicants. Anyways, try to click and read this link: http://www.nbi.gov.ph/online_application.html

I think you don't need to travel in Manila just for the clearance. IMO, go to the nearest Philippine Embassy in your area and inquire about it. I believe consulates do some arrangements to obtain NBI clearance. Other inputs are well appreciated.

How to apply for an NBI clearance abroad
Following is the procedure for applying for an NBI clearance.

a.) Request a Fingerprint Card Form at the Philippine Consulate and fill up the personal data as instructed.

b.) Request the consulate to have your fingerprints impressed (ROLLED IMPRESSION) on the appropriate spaces. The consular officer who fingerprinted you should sign his name and state his official designation.

c.) For married women, please be advised of the order of writing your name as follows:

c.1) Your maiden surname (father’s surname).

c.2) Your husband’s surname.

c.3) Your first name or given name.

c.4) Your maternal surname (family name of your mother)

d.) Attach your latest 2”x 2” photograph (white background), taken within three (3) months before application at the appropriate box in the fingerprint card form.

Upon completion of this requirement, send your form to the National Bureau of Investigation and enclose a Money Order in the sum of Php 200.00 or any currency/bankdraft of its equivalent, negotiable in the Philippines payable to the Director, National Bureau of Investigation, Taft Avenue, Ermita 1000 Manila, Philippines.

The NBI will then mail to you your clearance certificate.

Upon receipt of your clearance certificate, please examine it for the presence of the embossed NBI DRY SEAL at its lower left portion. The clearance is invalid without this seal. You must also affix your clear and properly taken THUMBPRINT on the space provided for in the clearance certificate before submitting it to any requesting office.

If have a previous NBI clearance and would like to apply for a renewal, send your previously issued clearance to the NBI. Attach your latest 2”x 2” photograph (white background), taken within three (3) months and enclose Money Order in the sum of Php 200.00 or any currency/bankdraft of its equivalent which is negotiable in the Philippines payable to the Director, National Bureau of Investigation, Taft Avenue, Ermita 1000 Manila, Philippines.
