Dear forum members @ Echoes1978, Jubes, i would like to have some information from those who received NER coz of insufficient points about the refund of the processing fee. Please share whether u got refund or not, as i am not convinced by the email send by CIO as they have mentioned clearly if u get NER at CIO level u will get full refund and i am pretty sure i got my refusal from CIO level. So please forum members help me out if anyone with same situation did get a refund, so that i will be able to fight for the rights of my hard earned money.

Why are you thinking of NER? You will make it into the cap for sure and hope that you will get a PER.

Just wait and watch for your PER unless you are not sure if you will get sufficient points for eligibility.

string11 ... did u get NER this year .. i can see that u applied under noc 3112 on 20 oct but didnt updated about per, ner or dd encashment ... plz share us

And they said I have now completed the assessment of your application for a permanent resident visa as a skilled worker. did they made the year of internship <house officer> as year of experience or they only counted years of experience post houseofficer year ??? ?

I am sorry about that string. In my opinion, you should have received the refund but I do not know why you they did not refund you. Did you get a chance to write to CIO about your concern? If you did not write to them, I suggest you that you should write to them and ask why they could not refund your fee.
 
I had 2/1.5 yr post house officer exp. but they only counted 1yr. Rest no points allocated as for hospital didn't mentioned the NOC duties only had written hours worked and worked as house officer.

Last year(JUN. 20.2011), I received NER from the CIO because of insufficient points (65). Payment fee is not refundable.

yes i wrote them back after nearly 6months and got reply as..Your application, E0000000 received by our office on 22 Nov 2010, was assessed and it was determined that the application met ministerial instructions. It was placed into processing and failed on selection due to insufficient points; therefore, no refund will be issued.
but according to Operational Bulletin 218 - June 28, 2010
FSW applications received at the CIO on or after June 26, 2010
The second set of MIs applies to cases received at the CIO on or after June 26, 2010. The CIO will assess complete applications received on or after June 26, 2010, against the MIs to determine whether applicants are eligible for processing. Those determined to be eligible will be placed into processing. Applications that receive a negative determination of eligibility will not be processed and will receive a full refund.
I don't really understand how does this relate. and this year when i applied with the same application package only adding a new 1yr work experience that could give me 3 xtra points, they did'nt even charge my CC saying birth certificate was not approved if date taken from Passport while they accepted in the previous pacakage and charged my CC. I really want to find a fair decision for both of this application i submitted with almost everything they wanted.

If you consult the 2010- 2011 cic guide, you will realize that once your application is put into process and you receive NER, no REFUND will be made!!!!
