Since last update it was 0..... So now they started checking Phd appl. also which is over n above 10000 CAP.
 
CIC started receiving Phd applications from Nov 05th onwards and yesterday's cap update shows that they have already received 23 applications towards this category; Which means they started opening the files of Nov rite? pls correct me if this is a wrong assumption.

But it is for Phd aplicants only.... For FSW they are still at Aug month.

yes this is correct assumption , but this will be proved in few days
in guide there is no instruction to write NOC number on the envelop
so this means they are opening Novemebr applications for completeness checks

It is same address.There is nothing to distinguish them from other FSW1 applicants, until they open the application package.

or

Is it possible that they are considering some of the applications received in August against Ph.D. category.

Why not? They could open envelopes, check for completeness and count NOC, and then put them aside to wait for encashment and eligibility review.
