Client id is given to every individual, which is different from file number. If you had applied along with your family members, then every one will get individual client id.

May be he got it thru mail reply to his enquiry.

Dear Now
I have also applied as Psychologist and my application was delivered on September 01. Could you please update us on the reason mentioned by CIO for returning your application
regards
Dear rashid, sorry for the late reply. Was at work.Last year my application was returned because it was incomplete :-[

The client ID (****-****) is different from the file number (E********)...i called cic few weeks ago and they gave me this number over the phone....i think its a unique no. given to anyone who has submitted an application (one number per application i.e including all family members) ...the file no. is given in the PER mail... i think also that the client ID does not mean positive eligibility, its just given to anyone who has a file...
