Job certificates of spouse will not help you to get points for adaptability (unless the job exp. is in CANADA), for that graduation and Masters original transcripts are required to be attached. However, its always better to submit the Notarized copy of Job certificates as a proof of details mentioned in the spouse's Background/Declaration form.
3- why they ask about interview language? does it make difference selecting eng. or the mother tongue.
it does not make any difference. If you mentioned any language other than English/French, then they may have to arrange for a translator for the interview. It's better if you mention English or French as you must have already proved your proficiency in language test..
4- it seems that they want just a bank statement instead of 6 months transactions they used to want ? am I right?
Yes only Bank Certificates are sufficient. If required, the VO will ask for Bank statements later on. There is no harm in sending Bank statement as well.
5- is there any min value for settlement fund (schedule 3 >10.c ) ? i think it should not be less than min amount that you must have in your bank account ( for a couple ~ 13800 $)?
Your fund value should be little bit more than 13800 to cover risk of the CAD / INR rate fluctuation.

So it's not too surprising that no-one post-July-2011 is reporting receiving AOR/PER yet.
