It is highly recommended that PCC should be sent along with the application package but it is not mandatory. The second option is to submit it when the VO asks for it.

Yes, I know that. When we applied for PCC, MI3 was not released and we assumed that the cap will be 1000 according to MI2. But after the 500 cap was announced, we decided to send our application without the PCC as we thought that it would be wise enough to send the application first to fall in cap rather than wait for PCC. We will have to apply once again for that.
3. You said, its good to apply for PCC at CGI & FBI when our ECAS is "RBVO".... I received my PER (1st AOR) now, do you know how much time (approx.) will it take to reach my status to RBVO? (I dont know statuses in between '1st AOR' and 'RBVO')
Well, I guess I am wrong as my earlier answer applies only to certain VO offices which are processing some applications in less than 7 months. But buffalo VO is very slow and applicants from Aug 2010 have also not received their Med and PCC request yet. I heard that buffalo VO gives 90days time to send the PCC. I am not sure though. You may apply then. But get all other documents prepared before buffalo sends request for PCC. You can try and communicate with 2010 buffalo applicants on this forum.

Upon a second review of the letter, I have to agree with you. Sorry takemblues for giving you false hopes my bad. I based my first reply on the fact that CIO confirmed that they won't be sending any AORs this year as they are combining an AOR and PERs.
