Dont loose heart buddy. I also got my file rejected and I requested reopening and finally got PER. I think you should write an email back and request your file to be reassessed. Explain it to them why you think the decision should be reconsidered. once you send this mail, you should recieve a reply within 28 days and chances are , they will ask you for documents substantiationg your claim for reconsideration. At this time, you should tyepe a detailed letter with a table clearly calculating your points basis your education years. Make it vey very clear and explain that you have enough no. of years if education is what is restricting you from the points benchmark. I have already written My application was rejected because I scored 65 points only. I do believe the officer was wrong. My PhD was not assessed because the officer was non satisfied with documents provided. As you know Masters and PhDs get 25 points. I showed 19 years full-time education (11 years school, 5 years - university (specialist diploma) and 3 years - post graduate course. I have provided certified translated copy of state issued PhD diploma. What else could I send to the office? Any experience from Russian PhDs? It seems I missed Master degree level to get PhD one. That is why he refused my level. But I surely heve level higher then Bachelor, at least Master.
So, now I am waiting for letter from CIC. And I still have some question on my case.Can I appeal to court? Or it is better to apply new application with additional documents at next time? What can you advise me? I am especially interested in Russian applicants experiense.
