Never heard of this reason, but I have noticed that they have introduced new reasons.
Reconsideration rarely helps, but doesn't harm trying. Don't wait for more than 2 weeks after you request reconsideration, if they don't respond in 2 weeks then it means they have refused after reconsideration.

We applied for reconsideration on 14th June, 2022. We received this email from our webform enquiry on the same day.
"Good day,
Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).
We’re experiencing a high volume of requests, so our response may be delayed. We’ll respond to your inquiry as soon as possible
We understand that timely access to client support is important. Thank you for your patience.
Please do not reply to this email.

We are waiting for the their reply. I have seen threads that even if your reconsideration is refused they will send us an email mentioning that.
Since I mentioned this reason is not applicable to us as we did not apply for eta but rather study permit and we should get visitor visa with it.
Also to mention in the reason it says in 10 year period their is no record if my brother held any temporary visa for Canada which he did in 2017. So either way this reason is not appropriate to us.
What do you guys think if we go for judicial review? How long is the process and how much it might cost?
Please any advise or suggestions are welcomed.
