14 - 18 months to be counted from complete submission of documents or from initial submission of application?

Yes after complete submission but it can be 20 months for medicals.

I know one person his VO is singapore and he submitted his full documents in Aug 2010 and his 2nd AOR date is nov 2010 and his NOC is 4131. Last month he got GCMS result and in his result Ministerial Instruction Due Date/Conclude date is NOV 2012.

But unfortunately now a days CHC London is not providing us GCMS service. In future if CHC London provide us this GCMS service it will be very helpfull for all of us becoz after this we can get our Ministerial Instruction Due Date/Conclude date.

It's the deadline date by when the VO expects to conclude your file... or @ least be reminded for a relook/final review if any red-flags r delaying the processing.

I think it means they will complete the case before or till that date.

If you are a post june 2010 applicant (29 occupational list) They will send you email PER (positive eligibility review) they give you file number , after this you can check your status online.

Important:

New forms and an updated Instruction Guide and Document Checklist (IMM 5612) are now available. Applicants should follow the new Instruction Guide when preparing to submit an application

Applications that are received by the Centralized Intake Office (CIO) on or after November 14, 2011 that have not been prepared using the updated Instruction Guide and the Document Checklist (IMM 5612), will be returned as incomplete.

Note: As of July 18, 2011, applicants for Permanent Residence are asked to complete the new Generic Application Form for Canada (IMM 0008). Applicants are encouraged to complete the form electronically and validate the information to generate 2D barcodes before printing. 1.When you open up your ecase on the cover IN Process mentioned but the inside details are same as Received by VO. It means IN Process same as RBVO details.

For example:

We received your application for permanent residence on November 16, 2009.

We reviewed your application and sent you a letter on January 20, 2010. Please consider delays in mail delivery before contacting us.

Your application and supporting documents were received by the London England office. They are pending review.

We transferred your application to the London England office on January 28, 2010. The London England office may contact you.

We transferred your application to the London England office on July 27, 2010. The London England office may contact you.

2.When you open up your ecase on the cover IN Process mentioned but the inside one more line added and this is the real IN Process.
