Today, i received a letter from CHC London, stating that they have created a file for me. They have also attached a new file number with the letter. In the letter, it is mentioned that they will start processiing if my application is elligible.

I want to know is this letter a 2nd AOR? have anybody also received the same letter?

Is this the new computer system they have changed to or you will get Medicals in a couple of months which usually happens after getting into the IP mode.
If I am correct then the applicants who are getting their 2nd AOR are the lucky ones because they are being treated with the same speed as they are treating the post June-25 applicants

4 to 6 months are not confirmed, after IN Process status for medical time takes minimum 4 weeks and maximum 12 months. This is my forum servey report. Dont worry just wait for next few months and always pray.

I m pre june applicant,got 2nd AOR on 12th May but my ecase is still showing RBVO and its not IP

you have to wait 15 to 16 months approx.

Plz correct your PER or 2nd AOR date, becoz you can't get PER on 20 may 2010, but you can get 2nd AOR on 20 may 2010. (PER policy is for those applicants who are post june 2010 applicants).

Plz also share your full documents submission date.

We reviewed your application and sent you a letter on October 16, 2010. Please consider delays in mail delivery before contacting us.

Your application and supporting documents were received by the London England office. They are pending review."

Also the status does say "Received by Visa Office"

The London visa office received my docs on 26th January 2011

Does it means that they have issued me a 2nd AOR or not ? So far I haven't received any letter till now.

Congratulations your status is showing Received by Visa Office.
Dont worry you will get 2nd AOR very soon.
 
this is my assumption too...thatthis In Process with rbvo details inside may not be just an error...lets see what happens...

It can not be error since people have the IP status from last 4 months !! most likely CHC LDN has changed the way of handling cases may be due to new software system !
