Celebrating Our Citizenship through Canada’s Citizenship Week 2011
Ottawa, October 14, 2011
– Next week, Canadians across the country will be encouraged to celebrate their citizenship and reflect on what it means to them to be Canadian.

“Citizenship Week is an opportunity for Canadians across the country to celebrate their citizenship and to learn more about Canada’s history and the pioneers who helped build this great country,” said Citizenship, Immigration and Multiculturalism Minister Jason Kenney.

During Citizenship Week, which runs from October 17 to 23, approximately 4,700 people will enjoy the special honour of becoming citizens, taking the Oath at more than 60 special citizenship ceremonies in communities across the country. Many more Canadians will reaffirm their commitment to Canada at community events throughout the week.

Minister Kenney will kick-off the week’s celebrations by attending a special ceremony at Rideau Hall in Ottawa, at which citizenship judges will be awarded heraldic badges in honour of their contribution. Later that morning, he will participate in “Are You Smarter than a Tenth Grader,” a game show-style event with high school civics students. The event will be hosted by Historica-Dominion Institute, and held at the Canadian Museum of Civilization.

Again this year, CIC is inviting Canadians to celebrate Citizenship Week by joining the conversation on Twitter and Facebook, where newcomers and established Canadians of all ages are invited to share their views on Canadian citizenship and discuss our rights and responsibilities.

Enthusiasm for Canadian citizenship continues to be demonstrated through the popularity of the citizenship study guide, Discover Canada: The Rights and Responsibilities of Canadian Citizenship. The guide is popular among citizenship applicants and established Canadians alike. Since its release, more than 600,000 copies of the guide have been distributed, and many more thousand copies have been downloaded.

In 2010, more than 143,000 newcomers became citizens, each embracing the rights and responsibilities of Canadian citizenship.

CIC proposes changes to improve citizenship program
Ottawa, October 15, 2011
–Citizenship, Immigration and Multiculturalism Minister Jason Kenney is proposing changes to the way the government assesses the language abilities of prospective new citizens.

Under the proposal, published today in the Canada Gazette for public input, adult citizenship applicants would be required to provide objective evidence of language ability with their citizenship applications.

“The ability to communicate effectively in either French or English is key to the success of new citizens in Canada,” said Minister Kenney. “This change will encourage applicants to ensure that they can speak English or French when they apply for citizenship, thereby improving the integrity and effectiveness of the citizenship program for Canada and for new Canadians alike.”

The Citizenship Act already requires that applicants be able to communicate in one of Canada’s official languages. This proposed change would not increase the language level required, but would change the way that citizenship applicants aged 18-54 prove their language ability.

Under the new system, applicants would have to provide objective evidence that they meet the language requirement when they file their application. Applicants would be able to demonstrate language ability by submitting a variety of evidence, including:

the results of a third party test;
evidence of completion of secondary or post-secondary education in English or French; or
evidence of achieving CLB/NCLC 4 in certain government funded language training programs.
CIC currently uses the citizenship knowledge test as well as the applicant’s interaction with CIC staff to assess language ability. If it appears an applicant does not meet language requirements, they are invited for an interview with a citizenship judge. There can be a significant time delay between the submission of the application and the subsequent hearing for language.

The proposed new rule that applicants must provide objective evidence that they meet the language requirement when they file their application would give citizenship judges better evidence on which to base their decision. CIC would also be able to return applications of those who do not provide evidence they meet the requirements more quickly, thus improving application processing.

CIC is also proposing to clarify that the language skills to be assessed would be speaking and listening, and the criteria would clearly align with Canadian Language Benchmark/Niveaux de compétence linguistique canadiens (CLB/NCLC) 4, which represents basic fluent proficiency. This would allow applicants to understand the requirements they need to meet and to provide evidence that is correlated to CLB/NCLC 4.

The Notice of Intent, requesting comments from the public on the proposed change, will be posted for 30 days.

I requested London VO two weeks ago through email for my and my wife's education transcripts and received a reply in two days that they would be sending them shortly and two days back I received them through TCS in Karachi. London VO has also send marriage photographs that I had send along with my application to NS Canada. London VO was very kind and courteous to send a paper along with these transcripts on which in the centre it is written with bold capital letters "WITH COMPLIMENTS FROM London VO" and with pen they have written "Sir, transcripts as asked by you are enclosed".

I am impressed with London VO.

Dont worry. In my case it is now 16 months. There are applicants from 2009 who are still waiting for a response from CHC London. It is a game of patience now. ;)
