I am looking for a job and I read the following characteristics which the candidate should possess;
One of the requirements that the candidate should be a Canadian Citizen, so should PR stay unemployed??

Candidate should be eager and a real go getter.
Must be Canadian Citizen

Not sure I understand your question...

Some jobs (government, consulting) require their applicants to be Canadian citizens. The vast majority of jobs don't have this requirement.

did it also state "must be of Caucasian descent"?

Each company can defined its own job requirements. There is nothing wrong with limiting applicants to Canadian citizens. Often there are reasons for this (travel/visa, security access). It's really no different than only accepting candidates who speak a certain language. Again, the vast (VAST) majority of roles don't require citizenship - so I don't understand what the big deal is.
