I have clarification:

Scenario1: Person is working on closed work permit (Inter company transfer) and LMIA exempt category and NOC code on work permit is of Tier A. After 2 years person gets senior level role in the same company which is of NOC OO category.
a. Can he avail 200 points of job offer or 50?
b. Is it necessary to apply for change in NOC in work permit before accepting new role of NOC OO

So do does this person report to the board of directors to claim that 200 points. I'd personally assume such personnel will have access to companies immigration attorneys to set-up their immigration if he/she were that high up the ladder, shouldn't be asking questions in these forums for the poor :p,
The 50 points yes they can claim it as long as employer had applied and received a new WP with the respective NOC in it. My company did that for my of my colleagues. However be careful with the offer letter there are many thought process around it, many have used for PR the same WP offer letter, however last few months in this forum we have seen some rejections. Try to get a fresh offer or at least a new cover letter from the HR that says the offer is either permanent or valid until 1 year after getting PR.

He needs to change the conditions on his work permit to align to the new job / occupation. Most likely this isn't a 00 job. He would need to be the country head to be classified as 00. Most likely his new job is 0 which is 50 points.

exactly like scylla says since he hasn't got a WP with the new NOC he should do that first. While getting applying for the new WP itself the companies attorneys will fix the right NOC code, If they assign him a 00, i have heard the company will have to create copious amount to documentation to substantiate that. Good luck getting the right code in the WP, the related experience letter and finally the points from IRCC for applying for the PR.

Since job is in the same company. I feel change in work permit ( and LMIA exempt,) is not required even though there is change in role.
to avail, NOC OO roles and responsibilities are mentioned but no where i saw designation like country head etc is required.

Do a search on the job titles for 00. Very easy to research.
