A job title isn't LMIA supported. An employer has to get an assessment done. If the company didn't find any Canadian "tile setters" then, they have permission to get a foreign tile setter.

No. In order to even get into Express Entry you must first be eligible in the FSW, FSTP, CEC or have a provincial nomination. A NOC D level job even with an LMIA will not assist you.
