Vancouver office handles non-routine files transferred from other offices, in additional to their normal workload. Files that are classified as non-routine take longer time to process.
Can you point me to where this was published or someplace where this was mentioned? Just wanted to get the facts straight. Additionally, let's say this is true; in that case, shouldn't the office be equipped to compensate for that? We are discussing uniform processing times across offices, it does not matter if an office is processing 100000 files or 100, the rate in which files are processed should be more or less similar across cities. There would be differences, yes, but those time differences still should be small so that there is no general perception among people that "X" office is notoriously slow. That is my 2 cents.
