I think this is why it got returned. You must show an original birth certificate in whatever language and a certified translation in English or french. Failure to do so will get the application returned 100% of the time.

It is imperative to follow the instructions in the document checking to the letter, including any possible translation and other particular details about the applicant's country.

He doesn't have Birth certificate as we was born in remote village. and the letter mentioned only use of representative form missing. But when we logged in it shoed these other documents as well as required so basically we are resubmitted them. but for rejection letter i m confused how to upload it. DO i have to write LOE for it as upload as one docuemnt?

Yes, but it will take few days till they put your UCI and File number on system.
You'll have 2 trackers, one using the UCI of the Sponsor, and one for the UCI of the PA (Principle Applicant)
my AOR was feb 28, it has been 2 weeks but I still cannot create tracker account, only GCKey account :(

Maybe you can try to link/add your application to your GCKey and you'll be able to track it there? ...
For me, It keeps saying "application not found" when I try to link it to GCKey account. so I'm fine with the PR tracker for now.

Is the processing times in different VO different?

On IRCC "Processing Times", once I select "spouse or common-law partner outside Canada", it displays 16 months now.

Is this 16 months is an average time for different VO?
Or different VO have approximately the same processing time.

Thank you!
