Anyhow, I got 2 more ghost updates, in August 30,31. Totally 13 ghost updates in August.

It is nice to see that they're copying and pasting their replies.

But no in all seriousness, your wife should have gotten her pre arrivial if anything. She didn't serve in the Army so her background check shouldn't take that long. Hopefully you'll get some good news by December, the latest January.

April 20: Medical exam request
April 29: Biometric completed
May 16: Medical exam completed
May 24: Medical exam passed
June 3: Eligibility check completed
June 4: Pre-arrival letter received
June 7: PCC request
June 17: PCC request completed + PCC payment receipt uploaded to GCKey
July 6: PCC delivered to IRCC
July 8: IRCC officially received PCC (PR tracker)
July 12: Background check completed (GCKey)
July 14, 15, 19, 21, 22, 27, 29 & Aug 5, 12: Ghost update in PR tracker
Aug 16: Decision Made + PR tracker updated with CoPR details
Aug 25: PPR
Aug 29: Passport submitted at VFS
Aug 30: GCKey updated to Approved
Aug 31: Passport couriered back
Sep 1: Passport received with CoPR

As my wife passport is issued from a visa exempt country she doesn't need an eTA once she has CoPR. For countries requiring visa, visa office will automatically issue permanent resident visa upon PPR. did I misread in your timeline that your partner moved on a visitor for 4 months Just after pre arrival? Then got the ppr whilst there in July? or am I confused? :)
