Is it possible that our application gets processed outside of Canada, probably in our home-country's visa office rather than Canadian Visa office ?
If yes, does that mean something different than when the application is being processed in Canada Visa office ?

I called Ircc helpline number in Canada to check my application status. The representative said she cannot give status of my application as it is in New Delhi.
Can anyone please let me know if their application is also in New Delhi ?
Also what does it mean? Why in New Delhi?

Yes I am Indian national, but my country of residence is US. Generally files from US are processed at CPC Ottawa.

Should I inform IRCC via webform? If I should, what supporting documents should I attach?

There is no need to inform IRCC. You have already provided the supporting documents. Once your sibling obtains the new documents, you can submit them via webform.
