1. The best option IMO is to add all passports to 1 file and have a cover letter in front of each passport. For example, the format would look something like this :Hello everyone. January 2020 applicant here. I received an email request to send scanned photocopies of all pages in my passport. I am currently getting the stamps officially translated before replying to the IRCC office. I have two questions:
1) Should I merge all the PDF files into one file or is it ok to attach 2-3 files to the email as long as the size of each of them is under 5MB?
2) Is this a normal request or could it be that there is something wrong with my application?

Please note that you can fit 2 pages of passport per page. If you do that, the number of pages will go down. Also, don't forget to rename the file containing the passport pages as described in the letter.
