My wife did her biometrics on June 14th and we haven't heard anything in last two weeks. Though we got a ghost update the day after but nothing since then. No transfer yet unfortunately.

I wanted to touch base again with everyone who are still waiting for the file transfer.
The last time I checked (which was about a month ago), these applicants said they are still waiting for AOR2:

This is in reference to your application for permanent residence in Canada.
Please be advised that your file will be transferred to the visa office in Los Angeles. Should you
require to contact that office, please ensure that all correspondence includes your complete name and
date of birth as well as the application number listed above.

does anyone know what does it mean?

Unfortunately this means that your case most likely isn't going to be processed as quickly if it had stayed in Mississauga. :/ American applicants don't get sent to the LA Visa office often (they usually stay in Mississauga), so if it is getting forwarded there is a reason for it. They may request an interview.
What's your timeline? Do you have a criminal history? Any red flags in your relationship (like a short relationship, only meeting once, lack of proof of a solid relationship etc) These are all potential reasons why they may have forwarded it there.

From what I've seen suggested on this forum, you should order what are called GCMS Notes to see if it can help shed some light on why your file was transferred. Here's a link on how to do that:

It says decision made on ECAS but nothing on GCKey. What does it mean? :/
