January 2019 onwards Paper Based PR Applicants waiting for AOR/MR/PPR

Now it shows 100%, but it will be 20 mths early October.
The extented my medical at the time almost 1 year after my done medical.
Dont know whether they made it manually or just aotomaticlly by system? Any expert can explain this, thanks in advanced.

Need to send COPR along with 2 photos at Etobicoke office( for my case)
I think medical extended by the panels physicians.it is normaly valid for the year.if they cant finish processing then they Extend medical.

Thanks for your reply Duster, delay cause of outland dependence makes some sense with the covid bs, however ircc could come up with some solutions, for example have mandatory 14 days quarantine etc..
Is there anyone who inland no dependents and feb-march ar? Just wondering what is going on, my gkey shows 99% and estimated on 1st of October but I doubt I get anything on the 1st
Last time I was calling to ircc the robot told me “background check” could not reach the agent though...
Just have no clue what’s going on...

I am hoping the needle will move on Sep 30 when my medical comes up for renewal (It expires after an year)

so here is my idea for jun jul aug applicants
IRCC HAS A SERVICE STANDARD OF 11 MONTHS FOR PAPER BASED APPLICANTS
And majority of nov 2019 applicants those who got dm are well under those standards. So i think they process some amount of applications in their service standard times to have some good record. In last data release they said that 5% Applications were processed according to the service standards ....
Just my guess
And once any application crosses that standard than obviously current processing times are applied .....
