In paper based application the estimated processing time is 18 months
My question is
Immigration have to make the decision within 18 months or they can take more longer than that ?

Yes they can take longer because it all depends on the complexity of the application.One of my friend got his PR approval after 20 months completion.Hope everything goes fine with us.

Well, I would say this is wishful thinking of yours (which I appreciate) but I don't believe that it should have any connection to paper based application process. Infact, They can start work on paper based applications any time even from tomorrow but reality is that no knows the reality.
