I guess it is pretty accurate to say PPR takes a minimum of 11 months.

My AOR was on April 4, 2019 and I'm hoping to get good news soon, maybe in the next couple of weeks.
I'm thinking it has to do with the time the medical was passed, mine was October 9.

Considering that, nowadays real processing time us 11-12 months, may AR appkicant will get PPR on April, what is your opinion?

It takes a minimum of 11 months to receive PPR, however they have been exceptions where some applicants got it within 8 months.

Majority of May applicants passed eligibility and criminality between November and December in 2019 and only have security left. I think we will get PPR much sooner and don't think it will take 4 months for security to be done and DM and PPR.
