You guys shouldn't be worried too much about it! Yeah, although you show your COPR letter to the airline, they will still make you sigh on a form saying that they have absolutely no responsibility if he would be made to send back at Pearson Airport in Toronto, I mean if only your fiance purchases a one-way ticket to Canada. But sending him back is not going to happen since you guys have landed recently. Just say to the officer that you haven't received PR card yet. This is from my friend who got PR early this year and she went back to Korea as soon as she got the COPR letter and she stayed in Korea for about 2 months and came back to Van without PR card. She was all worried but she wasn't asked much. All she did was to show her COPR letter and said she hasn't received her PR card yet. So she didn't have any problems in Canada but she said the airline made her sign that they have no responsibility if she is sent back home by the immigration officer in Canada. The airline told her that If she doesn't want to sign the form then the airline wouldn't let her get on board. And another couple who landed in Nov went to Korea and came back to Canada in Dec. without PR card. They didn't have any problems either. They also showed their COPR letter. So you guys are good!
