It's hard to judge because usually once someone has waited for an interview it's been over a year and they will ask the applicant to bring new PCC and updated forms. When they keep these things it usually means approval.

Since her interview was only after 7 months I would need to know more about what the officer said and the general feel of how it ended to give an opinion since it seems she didn't bring anything they would need to keep.

Not very many VO's take the passport at the interview. I know it's common for Warsaw VO to issue the visa directly after successful interview but most VO's will send PPR a few weeks after the interview.

If the officer keeps the documents and says something like "we let you know the next steps" or something of that nature, it's usually an approval.

They told her they will send email in a week or two weeks time frame to let her know the result of her interview.

I agree with you on this part, it's a vague and odd to say she got approval and she got denied. will fish again for info later as i am currently reading the responses on her post :)

New immigrants can apply for their spouse only from within Canada.

1. is this practical if i can send my documents for my wife's immigration from my native country to Canada, and my brother who lives in Canada send the envelope to cic to start the process?

2. The process time showing 2 years time to process spouse application from my Country. Are these time lines are followed strictly or process can be completed earlier?

3. Is there any way to bring my wife to Canada earlier?

SK540, I'm not entirely sure, but since the PA lives in Pakistan the processing Visa office will most likely be London... I'd recommend posting on either the London Visa Office thread or the Pakistan via London thread since you'll be able to get more specific answers to your questions :) sorry I'm not more help!
