Can anyone point me to some information about what this application is?

I've been advised that my Fiancé would need to apply outland once we get married. I'm having a hard time finding the rules on this or how to do this. Can anyone point me in the right direction?

Here is the outland spousal sponsorship application package.

Note that there is three sections. Sponsor, PA, and a region specific guide to follow based on where you spouse if from.

What was it in the end that allowed you to link it? Did you identify the error?

try not to input your birth place and the country of birth
that's the last resort i did to link my app.
i just followed E_B_God's instruction

nov/dec looks like it fits the average time frame considering December 2015 hasn't started yet.

That would be around 12 months. I thought MVO takes on average 8-9 months to receive PPR?

Just received passport back from Vienna, finally its done This is my ecas progress....

1.We received your application for permanent residence on January 5, 2016.
2.We started processing your application on March 21, 2016.
3.Medical results have been received.
4.We sent you correspondence on May 27, 2016. If you have not yet provided the information or the requested documents, please do so as soon as possible. Please wait until you receive the correspondence before sending us additional information, as the correspondence will outline all information that is required.
5.We sent you correspondence on June 14, 2016. If you have not yet provided the information or the requested documents, please do so as soon as possible. Please wait until you receive the correspondence before sending us additional information, as the correspondence will outline all information that is required.

One more thing, when you send docs to visa office use (dhl,fedEx) its much faster and safeer

I have similar timeline as you but we applied in SP VO.
1- They received our application in January 19th.
2- We sent you correspondence acknowledging receipt of your application(s) on March 1, 2016.
3- We started processing your application on February 29, 2016.

Nothing else after that. I'm glad to know yours is over. My friend that applied in December from SP VO as well has everything already too and its already in Canada with her husband.
Makes me feel like my husband and I are almost there as well

Nothing yet over here. Today I went to CIC website to check our status again and there was a message saying:
"The person you are sponsoring can receive instant email updates and more detailed, up-to-date case status on their permanent resident application by creating an online account. Find out how."
So I believe they have finally started with this and they mentioned they would.

I finally linked our application to mycic.
Everything seems ok except for the background check,they haven't even started.
I wonder how long it will take.

Today I went to CIC website to check my application and there was a message saying: "The person you are sponsoring can receive instant email updates and more detailed, up-to-date case status on their permanent resident application by creating an online account. Find out how."
Is this you are talking about when saying "you finally linked our application to mycic.:. If so, can you please explain how did you do? I got kinda confusing with their explanations in the website.
