We mailed back everything that night. My husband knows the one post office open until late of course! My hands were shaking so bad, I could hardly write the address on the envelope. Then I forgot to put my return address. The lady at the counter laughed at me

PPR for visa exempt is when they ask you for a photocopy of your passport pages.

We have seen some visa exempt citizen get their visa without PPR through Ottawa (although I was not one of them).

Ah okay, we are visa exempt and got it without PPR.
