Hi Arvind,
From what you have written, it appears that you do not have to repay any fees. The application for the child was not processed because it was incomplete. When you re-send the application for that child, you should be able to attach the same receipt for fees that you attached the first time, because as it said in the letter you received, 'the fees were not taken.' It appears that all you need to do is check carefully over the application, and for any foreign language document, you must include both a copy of the original, AND a translated copy. Which shouldn't be a problem, as I'm sure you still have both of those in your possession!
Long story short: no need to repay fees. No need to re-translate documents. Just include both a copy of the original, AND the English translation for any foreign documents next time.
I hope this makes sense. I'm not a lawyer or anything, but that is my take on it! Anyone else?
