As we currently understand it, with the new intake in May 2013 people with experience in ANY NOC 0, A or B type job will be eligible, as long as they can show at least 1 year's continuous work experience and meet the other points, language and funding criteria.
So IT professionals are "eligible" in the same sense that any other NOC 0, A or B occupation will be eligible.
BUT there will likely be a fairly low overall cap, maybe 5000 although it's not confirmed yet, so competition for these places will be high. IMO applicants will need to have their applications received within the first few weeks, maybe even the first few days, to have a chance of getting within the cap.
You'd be advised to start gathering supporting documentation immediately (IELTS test score, education certificates and University transcripts in sealed envelopes, work experience letters etc). IELTS test in particular may take a few months to schedule, so now would be a good time to start!
