Only if their PR application is approved and they have received a Confirmation of Permanent Residence by mail, and if they require a visa in their passport, have had the visa counterfoil applied by a visa office. Then, when they arrive at the airport/border crossing and they ask why they are coming to Canada, they answer "to immigrate," and the border officer works with them to land them as a permanent resident.
I know you're not asking this - but your question seems to ask "If I apply for my wife, and she shows up in Canada, is she an automatic PR?" - the answer is that the application has to be approved. "Accepted" means accepted for processing - ie, they're working on it.
