is vfs issuing visa without IELTS ... if a international student got admission.

I am going to apply for study permit while i had not given IELTS and got acceptance letter from Seneca college without ielts. How many chances are there to get visa in these circumstances? :-[

Yes they are giving me LOA of 2 year diploma course qth English language course .
