If she can get a tourist visa which is not a given, she could take the course in Canada. You do not need a student visa to take a course 6 months or shorter. However, once she'd be done the course, it's 6 months already and she'd have to go home or apply for a visit visa extension.
 
Is the max for a tourist visa 6 months? Even if she does not end up as my caregiver, I would love to host her in Canada for a few months as a tourist as we have gotten to know her well. What are her chances of getting a tourist visa once she was rejected for the work visa, will that appear strange to CIC?
 
If she was refused a work permit, they might just think she is planning to apply black market. Find her a nanny course and apply for TRV based on her planning to take the nanny course so she can re-apply as a nanny. Who knows, maybe it will work. 6 months is the maximum for intitial visa but you can apply to extend it when it is about to expire.
