Call CIC if you are in Canada. They are your best friends. I believe you can but I could always be wrong. I have applied for study permit from within Canada. Moved from Work to Study and Visitor. It was really simple.
Hi,

See the difference;

1. You: (Moved from work to study permit with in Canada)

2. OP: (Asking for Visitor to study permit with in Canada)

1 is possible with a valid work permit in hand, 2 in no way possible (except you hold a valid TRV for a minimum 6 months)

Hey,

Ok enfield you have just come to Canada - understand there are alot of loopholes and not everything is as it seems to be.

You have to just maintain your status - rest everything falls into place.

In Canada cases are not processed like they are processed in India. I had studied for a year and by law should have received a work permit for 1 year but i received a work permit for 14 months (just because I entered that on my application).

When I had gone for my immigration medicals my DMP had also told me that individuals who come on a visitor visa and then move to study visas do not have to undergo medicals usually.

Again, I am not a lawyer, just some one who is in the system as of now. I have had my share of problems, so help everyone as much as I can. And i still say a phone call to CIC never hurts if you are in Canada.

what is your citizenship?

I know as a US citizen, you can drive to the border - documents in hand - and flag-pole.. return with the study visa in hand.

It's still officially done outside of Canada - although the application is processed as you stand there.

Hi

Maybe you might at least to do a little bit of reading to find the correct information before telling people that they are giving incorrect information? From the Immigration regulations.

Place of application for permanent resident visa

11. (1) An application for a permanent resident visa — other than an application for a permanent resident visa made under Part 8 — must be made to the immigration office that serves
(a) the country where the applicant is residing, if the applicant has been lawfully admitted to that country for a period of at least one year; or
(b) the applicant's country of nationality or, if the applicant is stateless, their country of habitual residence other than a country in which they are residing without having been lawfully admitted.

Place of application for temporary resident visa, work permit or study permit

(2) An application for a temporary resident visa — or an application for a work permit or study permit that under these Regulations must be made outside of Canada — must be made to an immigration office that serves as an immigration office for processing the type of application made and that serves, for the purpose of the application,

(a) the country in which the applicant is present and has been lawfully admitted; or
(b) the applicant's country of nationality or, if the applicant is stateless, their country of habitual residence other than a country in which they are residing without having been lawfully admitted.

Awaiting your apology.
LMAO! I note the apology wasn't forthcoming.

Hi,

Still, there is one option under TRP to apply with in Canada.

You should be a holder of a valid Temporary Resident Permits (TRP) valid for a minimum of six months.

READ: It's TRP, not TRV.
TRP issued to a person who is inadmissible to Canada for some reason.)

This thread seems to be the most relevant I can find to my current situation. But I'm still a little confused, hoping someone is able to clear this up for me.

I'm a British citizen (visa exempt) and I arrived into Canada a few weeks ago, I was admitted with no restrictions so if I wish would be able to stay until mid-June. Aside from visiting Canada as a tourist, I also wanted to visit a school I was interested in applying to. Having been suitably impressed I applied for the course which begins in May and was accepted very quickly.

Now I'm in the situation of needing to gain my study permit asap. I was planning on staying for another month and then visiting the USA for a month, but obviously this has to now take precedent. Ideally what I would like to do is actually stay until my course starts, spending the time travelling around Canada a little and then get accommodation arranged, get set up for school and begin some independent study. I do have a return ticket to the UK I can change to an earlier date and use if necessary, but would rather change this to a later date for one of my school breaks.

So basically my question is, given my situation would I be able to apply for my study permit at the Seattle office, by mail ideally, or in person if that's preferable? Or would I need to return to the UK? If I am able to apply to Seattle would this be likely to impede my chances of gaining the study permit? There seems to be a lot of debate on this and I need to apply asap but just wanted to properly clear it up before taking the plunge. The CIC call centre being impossible to get through to, I'm hoping I can get an answer here!

I should perhaps add that I say Seattle because I'm currently in and will (fingers crossed) be based for school in BC.

I found this information on UBC's website which seems to clear it up, but I'm finding so much conflicting information:

Are you in Canada as a visitor?
If you have been visiting Canada or studying English in Canada without a study permit, you must obtain a study permit before you begin studying at UBC.

If you are a visitor in British Columbia, you can apply for an initial study permit through the Consulate General of Canada in Seattle or another Canadian visa office outside of Canada. The Consulate General of Canada in Seattle accepts applications for initial study permits in person and by mail.

If you apply in person, your application may be processed that day. Some applications take longer than a day to process, such as those requiring a medical examination. You may wait up to three months to receive the results of a medical examination. Before you travel to Seattle, look online to check the dates and times applications will be accepted.

Applying in Seattle is fine for you as a UK citizen. If they need to interview you, then it shouldn't be a problem for you to travel there. And no, it should not impede your chances by applying in Seattle. The same process to assess study permit applications is applied at all visa offices.
